Position Title: Senior Project Assistant - MIDA FINNSOM

Classification: G6/01 (based on the UN Salary Scale for the General Service staff in Somalia)

Duty Station: Hargeisa, Somaliland

Type of Appointment: 6 months Special Short Term contract with possibility of extension

Duties:

  • Liaise and build upon productive working relationships with Somaliland Ministry of Health.
  • In consultation with the HSO, IOM Somalia in Nairobi, and IOM Helsinki, particularly by Project Manager, liaise with other UN agencies and NGOs in Somaliland as appropriate.
  • Answers queries about MIDA FINNSOM Health from interested partners, in close collaboration with the Project Manager and the HSO in Hargeisa. Support programme implementation by maintaining good relations with relevant governmental, non-governmental entities as well as other international organizations and local agencies in the duty station.
  • Supports diaspora Professionals before, during and at end of assignment, in collaboration with project management in Hargeisa, Helsinki, and IOM Somalia.

  • Further too particular requests that may be made, obtain specific information on the project in Somaliland, and also provide general information where available as applicable to the Project.
  • Support the selection process from Somaliland Health sectors as and when required.
  • Conduct specific monitoring activities for the project as directed by Project Manager
  • Should any issues or concerns regarding the project come to the attention of the Field Project Manager as a result of general monitoring, the Field Project Manager should report these to the Project Manager and the HSO. These matters will be referred by the Project Manager or the HSO to relevant officials in Helsinki when required.
  • Prepare draft reports as required by the Project for the consideration of the Project Manager, the HSO, from where final reports will be forwarded on to IOM Helsinki as required
  • Provide regular updates to the Project Manager and the HSO on developments in the Project
  • Inform the MIDA Program Coordinator, Project Manager and the HSO of any issues or concerns that are raised by either the Somaliland government. These matters will be referred by the Project Manager or the HSO to relevant officials in Helsinki when required.
  • Conduct specific monitoring activities for the project as directed by the Project Manager.
  • Represents the MIDA FINNSOM Health project in attending meetings.
  • Monitoring and Evaluation:
  • Monitors the intended outputs of the assignment – both in terms of the Diaspora professional and beneficiary host institutions.
  • Security-related Functions:

    1. Monitors the security of diaspora Professionals in assignment and in conjunction with beneficiary host institutions,2. Frequent security reports and recommendations,3. Facilitates medical and security emergency evacuation, if necessary.

    Desirable Qualifications

  • Bachelor’s degree in political science, international relations, public administration, international law, development studies, or other relevant fields of studies preferable.
  • 6 years working experience in project management, including administrative and financial management, as well as monitoring and evaluation essential.
  • Experience working or collaborating with the NGO, CBO, CSO, private and government sectors inSomaliland
  • Clear understanding of political, economic, bureaucratic, social and cultural structures in Somaliland
  • Strong computer skills, specifically hands on experience with Microsoft Excel, Word and Outlook
